Appellate Court affirmed orders of the Family Court finding that the respondent mother permanently neglected the subject child and that it was in the best interests of the child to terminate the mother’s parental rights and free the child for adoption by her foster parents. Appellate Court also held that the father’s consent to the child’s adoption was not required pursuant to Domestic Relations Law § 111.
